Jay Chapa serves as City Manager of Fort Worth, bringing more than two decades of leadership in local government and economic development to one of the fastest-growing cities in the United States. Widely respected for his collaborative leadership style and practical approach to problem-solving, Chapa has built a career focused on strengthening neighborhoods, growing the economy, and delivering results for taxpayers.
During his long career with the City of Fort Worth, Chapa served in a series of senior leadership roles, including Deputy City Manager, Assistant City Manager, Director of Housing and Economic Development, Interim Chief Financial Officer, and Director of Economic and Community Development. In those positions, he helped shape policies that expanded economic opportunity, improved public safety, strengthened the city's financial foundation, and advanced major community development initiatives. Before returning as City Manager, he founded a consulting firm that advised businesses and public entities on economic development and government affairs.
Known for bringing together residents, business leaders, neighborhood organizations, and elected officials, Chapa has earned a reputation for building consensus and finding practical solutions to complex challenges. Whether in a neighborhood meeting or a boardroom, he has remained focused on responsible stewardship of public resources while positioning Fort Worth for long-term growth and success.
Chapa holds a Master of Public Administration from the University of North Texas and a Bachelor of Arts in History from Texas Tech University. His career reflects a simple belief: effective local government is built on collaboration, accountability, and a commitment to improving the everyday lives of the people it serves.
