Garcia has held public affairs and communications positions with the U.S. Air Force, U.S. Army, Peace Corps, U.S. Department of Health and Human Services, and the U.S. Department of Agriculture. A LULAC member since 2006, Garcia has founded LULAC councils in both Dallas and Washington, D.C., and has served in numerous leadership positions, including Chair of the National LULAC LGBTQ Affairs Committee and now District of Columbia State Director. His work has focused on civil rights, immigration, HIV/AIDS awareness, voting rights, and equality while helping strengthen partnerships between Latino and LGBTQ communities. He has been recognized as Grand Marshal of the Dallas LGBT Pride Parade and as a Capital Pride Hero in Washington, D.C.
