Ray Mancera serves as LULAC National Vice President for the Southwest. Based in El Paso, Texas, he has spent decades advocating for voting rights, fair representation, and greater civic participation for Latino communities across the Southwest. Known for his steady leadership and deep commitment to public service, he has become a trusted voice on issues affecting border communities and the nation.
Outside of LULAC, Mancera is President of The Mancera Group, a consulting firm specializing in commercial real estate, zoning, land use, and government relations. Since 2008, he has served as Government Affairs Representative for the World Boxing Council (WBC), working at the intersection of sports, public policy, and international affairs. Earlier in his career, he managed Latin American marketing operations for Texas Instruments, overseeing business development across Mexico, Central America, and South America. A graduate of the University of Texas at El Paso with a degree in Business Administration, he has remained deeply involved in business and civic affairs throughout his career.
As LULAC National Vice President for the Southwest, Mancera has been a leading advocate for protecting Latino voting rights and challenging redistricting plans that weaken Latino political representation. He has also worked to bring attention to the plight of deported veterans, arguing that those who served in the U.S. Armed Forces deserve fairness, dignity, and a meaningful opportunity to remain connected to the country they defended.
Politically active since the late 1970s, Mancera founded the Judge Albert Armendariz Sr. LULAC Council 4982 and has remained engaged in public service throughout his career. Whether working in business, government affairs, or civil rights advocacy, he has focused on one goal: building stronger communities by ensuring every Latino family has a voice and a fair chance to succeed.
